Kritiker des Abkommens befürchten, dass Maßnahmen zum Schutz von Urheberrechten im Internet zu einer Einschränkung der Meinungsfreiheit und einer dauerhaften Überwachung von Internet-Inhalten führen könnten. In vielen Ländern gibt es deshalb Proteste gegen ACTA.
